Let me introduce myself shortly: 

My name is Alain Gougeon(1), I am French, though i was born in Belgium. I am settled in Paraguay (South America) since 1985, married with Suzanna, who is Brazilian, have two daughters, Helena and Natasha (both Paraguayan), and have lived (and worked) for more than 7 years in other countries also: Venezuela, Uruguay, Guatemala, Bolivia and the Dominican Republic. That's it for nationalities ;-) 

Professionally speaking, I am a Systems Analyst with over 15 years of experience in the RDBMS field, with Oracle mainly, and have been working as a consultant for (or with) international organizations like the World Bank, the United Nations Development Programme, the Inter-American Development Bank and the Organization of American States, during the past 10 years (as well as for private companies, one being Oracle's representative in Paraguay).

I have a wide variety of interests, generally oriented around achieving "good design" (for effectiveness, solidity, flexibility, and all these things...). My technological area of expertise is the Oracle Database and Tools. I have a particular interest in Business Rules, that led me to design and develop several systems to handle them, since 1994. I have written several papers on the subject which are available here (click on "Business Rules" above), as well as to conduct an ample search for information on the subject, still ongoing. The results of this search are available as one of the paper, a survey, and a list of links of the available information on line, as well as some other things.
